Carburetor Base Insulator

Where under the base of the carburetor does the 1/4" inch insulator fit in? Does it go under the baseplate or above it? Does anyone know of a source or part number for a new insulator?

It goes between the carb base and the intake manifold to insulate the carb from the heat. (intake manifold/paper gasket/.25" phenolic insulator/paper gasket/carb base)

I don't have the P/N or a source for it.
