Surging while in the water

I think it may be point bounce.. my car does the same thing in the water...
I am going to put a petronix electronic ignition in mine, I hope that helps
it... its kinda like a car when its towing something under load, you feel
everything...

I have a customer's car that runs smooth while on land, but only
while in the water it "surges" under power. They run in a different
power band while in the water, so this leads me to believe it is carb
or ignition related. It has stock (recently rebuilt) carb and new
stock ignition tune-up components.

Any thoughts??
