Missouri

I have a question for any of you missouri owners I have a friend who
is not on this list that has an amphi registered in Missouri ( car
has not been licensed in years)but they said he has to register it
as a boat or a car not both If this is the case I think i remember
something about the Ozark ducks and they changed the law about
amphibious vehicles and he licenses it as a car and drive it in a
lake say on Ohio is it legal in the water here?
