Hi, Marty,
I had the same problem & found that the neoprene gasket was too hard. I
eventually replaced the neoprene gasket w/ the cork version.
Another option is to remove the gasket from the cap, place the cap on a
bench upsidedown, and lightly strike the attachment springs with a hammer to
move them closer to the inner surface of the cap. Replace the gasket & give
it a try. This should give the cap a tighter grip onto the tank flange.
